The Ministry of Industry and Information Technology and other four departments jointly issued the "Notice on Printing and Distributing the Implementation Plan of Carbon Peak in the Building Materials

On November 7, 2022, the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecological Environment and the Ministry of Housing and Urban-Rural Development jointly issued the "Notice on Printing and Distributing the Implementation Plan for Carbon Peak in the Building Materials Industry". The document states:


1. Accelerate the improvement of solid waste utilization level. Improve the utilization level of solid waste resources in the production process of glass fiber, rock wool, new wall and roofing materials. Support the construction of a number of wall material tunnel kiln solid waste disposal projects in key cities and towns that have reached the level of heavy pollution weather performance grade B and above.


2. Accelerate the promotion of energy-saving carbon reduction technology and equipment. A batch of energy-saving and low-carbon building materials technologies and equipment are selected and announced every year, and more than 100 items will be promoted by 2030. Rock wool industry to accelerate the promotion of electric melting production technology and technical equipment, wall materials industry to accelerate the promotion of kiln sealing insulation energy-saving technology and equipment.


3. Accelerate the application of clean and green energy. Optimize the energy structure of the building materials industry, promote clean and low-carbon energy consumption, and orderly increase the proportion of natural gas and electricity used in industries such as glass fiber and mineral wool under the conditions that gas sources and power supplies are guaranteed and affordable.


4. Accelerate research and development of major key low-carbon technologies. Accelerate the development and application of aerogel materials.


5. 2025 years ago, focus on the promotion of rock wool melting production and other energy-saving carbon reduction technology and equipment.


6. Accelerate the production and application of green building materials. Encourage all localities to develop green building materials according to local conditions, cultivate a number of backbone enterprises, and create a number of industrial clusters. Increase the proportion of green building materials used in new buildings and existing building renovation, especially energy-saving glass, new insulation materials, and new wall materials. By 2030, star-rated green buildings will fully promote green building materials.

10. Accelerate research and development of major key low-carbon technologies. Breakthrough of cement suspension boiling calcination, glass furnace outside preheating, kiln hydrogen calcination and other major low-carbon technologies. Research and development of large-scale glass melting furnace high-power "fire-electric" composite melting, as well as full oxygen, oxygen-enriched, electric melting and other industrial furnace energy saving technology. We will speed up breakthroughs in carbon capture, utilization and storage technology in building materials kilns, strengthen cooperation with the industrial chain of chemical utilization, geological utilization and biological utilization of carbon dioxide, and build a number of benchmark-leading projects. Explore the feasibility study of negative emission application. Increase low-temperature waste heat efficient utilization technology research and development promotion. Accelerate the development and application of aerogel materials.
